The Holy Spirit was present with the Father and the Son at creation as Genesis 1 v 1-2 NIV translation tells us."In the beginning God created the heavens and the earth, now the earth was formless and empty, darkness was over the deep, and the Spirit of God was hovering over the waters"
God is both above His creation and within it, He holds it and us in Being, as Psalm(103 - 104 v 30) testifies, " You send forth your Spirit they are created; You renew the face of the earth" I like the way the hymn "For the beauty of the earth" expresses it.
